Brandy Carter, PhD Executive Director | BTI

Dr. Brandy Carter is a Washington, DC native with more than 16 years of experience advancing education, equity, and community-centered leadership. Her career began with the District of Columbia Public Schools, where she worked to strengthen educational outcomes at the local level. She later transitioned into education compliance consulting for D.C. charter schools, deepening her commitment to underserved communities and systems-level change.

Dr. Carter currently serves as Executive Director of the BioTechnical Institute of Maryland (BTI), a Baltimore-based workforce development organization. In this role, she leads efforts to empower nontraditional adult learners through education, skills training, and pathways to economic mobility. Her work is grounded in the belief that people—particularly those from marginalized communities—deserve to be seen, heard, and supported with dignity. Giving voice to those historically overlooked remains central to her leadership and advocacy.

A lifelong learner, Dr. Carter holds a B.A. in Criminology from Virginia Union University, a Master of Public Administration from Strayer University, a Master of Science in Marriage and Family Therapy from Capella University, and a Ph.D. in Counselor Education and Supervision from Capella University. She also serves as an adjunct Professor of Psychology at Anne Arundel Community College, where she brings real-world practice into the classroom.

Maintaining strong ties to her clinical roots, Dr. Carter continues to see clients weekly, integrating mental health, education, and systems thinking to support holistic growth and healing. Above all, she is most proud of her role as a mother to her daughter, whose presence continually fuels her commitment to creating more just, compassionate, and opportunity-rich communities.
